Position: Monitoring and Evaluation Officer (Knowledge Management, Evaluation & Learning - KMEL)
Job Summary: Oversee the MEL framework for projects in Tamil Nadu. Responsible for data compilation, report generation, finalization of operational plans, and designing the overall project monitoring and evaluation framework.
Key Responsibilities
1. Framework Design & Monitoring
Design and develop the project Performance and Outcome Monitoring Framework (PMF).
Assist the Project Manager with quarterly implementation plans, budgets, and concurrent monitoring studies to track progress.
Develop outcome measurement tools to collect, analyze, and prepare quarterly concurrent monitoring reports.
Carry out assessments to measure the impact of educational interventions on children's learning outcomes.
2. Data & MIS Management
Manage routine database collection via application software and mobile apps.
Conduct data quality audits to ensure a high-quality assurance system.
Analyze MIS and periodic data for quarterly review meetings, donor reporting, and external communications.
Maintain and update the project MIS in coordination with domain experts, stakeholders, and government volunteers.
Ensure front-line project staff comply with all M&E requirements.
3. Evaluation & Reporting
Support the Project Manager in data-driven decision-making, evaluations, and assessments.
Align the KMEL system with Kalike’s and donor MEL principles.
Prepare internal and donor progress reports; monitor and update the donor’s CSR portal.
Write context analysis for reports and proposals emanating from Kalike Programs.
4. Learning & Knowledge Management
Develop, roll out, and gather data for the program's learning agenda.
Design and manage data aggregation, validation, and dashboard reporting.
Lead or support research studies in relevant thematic areas involving teams, interns, or resource organizations.
Package and disseminate project learnings to internal and external audiences.
Verify the technical content of reports, publications, and knowledge tools to support the team in quality documentation.
Build staff capacity regarding data quality assurance mechanisms.
